As one of the major initiatives to strengthen manufacturing industries on the part of the Rendell Administration, the SVA was commissioned to implement the Layoff Aversion Training and Technical Expertise (LATTE) projects.  The purpose of the Project was to deliver "planning sessions" hosted by the Workforce Investment Board (WIBs) that would:

• Provide an orientation for workforce/economic development stakeholders, including businesses and labor constituents, on early warning and layoff aversion strategies.
• Create regional early warning communication networks and layoff aversion partnerships.
• Provide strategic industry research and access to technical resources to help strengthen regional economics.
• Provide links to national and statewide investors.
